Laced with a strenuous research spread over two decades, this book is a first-hand account of Signals in Operation Pawan. It takes a "symmetrical" view of kaleidoscopic events during the sojourn of the Indian Peace Keeping Force (IPKF) in Sri Lanka, so characteristic of fourth generation "asymmetric" warfare. During the operations, war-fighting with a view to peacekeeping was, historically, first of its kind; it makes the book unique, worthy of a serious look and a must-read imprint. Though part regimental history, the narration embraces a wide vista to review and appraise, and a still wider to portray the shape of things to come. It has lessons aplenty and the author spares no punches in evoking them. Its greatest merit is in debunking malicious propaganda that the Web is inundated with, putting the facts right, vindicating the conduct of the force, and eulogizing achievements of all the three Defence Services and the civilians that formed part of the force. LT Gen R I S Kahlon, PVSM, UYSM. AVSM (Retd), the town commandant of Jaffna during the operations, wrote to the author, "Thanks a million for consulting me on certain issues while penning down a stupendous narration of Signals' story of the IPKF operations. You astound me, your book is a labour of love and all soldiers who were members of the IPKF saga, leave alone the Signalmen, should salute you for this treatise that is worth reading all the way." The book carries a foreward by Lt. Gen Depinder Singh, PVSM, VSM (Retd), the Overall Force Commander of the IPKF, and a last word by Lt Gen Satish Nambiar, PVSM, AVSM, VrC (Retd), Director, United Services Institution of India, both, distinguished soldiers, eminent writers and professionals of high standing. Their words lend sheen to the author's averments. The former describes the book as "eminently readble, evocative and educative", and the latter "a useful reference document and intelligence database for those engaged in planning tri-Service, asymmetric operations in the future". The book is addressed to a world-wide audience engaged in the fight between ideology of terror and racial discrimination vs. that of humanism and tolerance.

A scholar, writer and defence analyst of repute, Maj. Gen. Yashwant Deva, AVSM (Retd) was President of the Institution of Electronics and Telecommunication Engineers for the years 2000-2002. During his service career, he held various appointments in India and abroad. The latter included on the staff of International Commission for Supervision and Control (ICSC) in Vietnam, Military Attaché in Afghanistan and Chief Signal Officer of Indian Peace Keeping Force (IPKF) in Sri Lanka. He is a veteran of 1965 and 1971 wars, Operation Pawan in Sri Lanka and internal hostilities and armed conflicts in J&K, Nagaland and Manipur. He saw action at Chobara, Chawinda and Alhar in 1965 as Brigade Major of 35 Infantry Brigade, which led advance into Pakistan on the Axis Charwa-Cross Roads-Chawinda-Sialkot, He is a recipient of Ati Vishisht Seva Medal for engineering a wide-ranging and integrated network of highly responsive communications over diverse media during Operation Pawan in Sri Lanka spanning the mainland to the island and the operational areas of IPKF; providing electronic support to the force; and for restoring war-ravaged telecommunication services in Jaffna Peninsular, as part of the civic action.

He writes on technology and security related issues of topical interest. He is widely quoted in India and abroad as an authority on various facets of electrotechnology, e-intelligence, cyber-security, information warfare and cyber and info terrorism. His written works include, Secure or Perish (2001) based on a project titled "Emerging Global and National Information Infrastructures and their Security Implications: An Analysis" conducted under the United Services Institute at Prof D S Kothari DRDO Chair, Dual Use Information Technology: An Indocentric Perspective (1997) published by the Institute for Defence Studies and Analyses, an edited compilation Multimedia'98: Shaping the Future (1998), e-monographs, Internet: Challenges, Opportunities and Prospects (2002), ICT (Information Communication Technology) for All: Empowering People to Cross the Digital Divide (2003), and Special Issue of Technical Review on Information Security (2002), published by the IETE. His works have been placed in the national libraries of the various countries including those of the parliaments, and on the “Best of the Web”.

He is committed to a life-long two-pronged mission of “Reaching Other Side of the Digital Divide” and “Taking Technology to the Trench”. He has a measure of success in his endeavours to sensitise the technology savvy and prod the decision-makers in either field.
